I don't mean this to be insulting, but in my experience, people who join the weaker orders never develop into strong players. Instead, they continue to fall farther behind, and eventually get frustrated and quit the game.

You want experienced, high-level players to give you advice, sell you their used gear, share goldies with you, tell you when a higher-level player is down to 25LP, etc.

Consider that an order like LION will accept any dedicated player, and they're led by an experienced level-53 with a gold haul of 110020 and a good V-D ratio, and have 53 other members from levels 5 to 56 who can pass on gear and share xp targets. There are another half-dozen orders like them who could provide a great place to learn the game and progress--and, if you don't like it there, you can always leave and go somewhere else.

What can a 5-man order run by a level-22 with a gold haul of only 6046 and a V/D barely over 1 have to offer a new player that LION (or EnR, BSU, etc.) can't completely outmatch without even trying?

The only exception is when that weak order has an explicit relationship as the sort of farm team to a major order. Joining such an order (if run properly) would be ideal for new members. But there are few if any of those around in the English worlds.
